In an automobile, passenger van, or pick up truck, the answer depends on the number of seatbelts and the age and size of the children.
For school, or other kinds of busses, each manufacture posts a maximum number of passengers, depending on the design and size of the bus.
So, we can't give you a specific answer to you question (even though it looks like someone tried to make some guesses) without knowing the details of the vehicles you are describing.
Note to "Magley 64": I had a Chevy Caprice that had three seatbelts in back and two in front. That means that I could carry as many as four children. I also used to drive a nine passenger van. Besides myself, I could carry eight children.
And, "up to 48 or more" means anything from zero to infinity.

Each vehicle has a SET number of maximum occupants and it varies from vehicle to vehicle. This number is found in the owners manual and in lew of that a call to the manufacturer of the vehicle can tell you.
This number also depends upon state law and the driver's level of license. Some states (Texas is one) requires the driver to have a 'chauffer's license' if he/she is transporting over a certain number of minors that are not their own children.
So... check the vehicles owner's manual and local, state and federal laws.. and there ya go!
