Some states (Texas is one) does allow for 15 year old drivers but only in 'hardship' cases. These cases you have to prove the hardship such as handicaped parents, no way to get to school, etc. These day's proving hardship is a bit more difficult than it used to be.
Other than that, you must wait till your 16 and only then after an approved drivers education course is completed.

depends on where you live but you can probably when your 15 1/2 and you have a permit and is with someone that has a valid license and is 21 or older

in most states you can get a driving permit that allows you to drive to and from work and to and from school and any other place your at risk of loosing it ( if caught).
