6 But whoever causes one of these little ones who believe in Me to sin, it would be better for him if a millstone were hung around his neck, and he were drowned in the depth of the sea.
7 "Woe to the world because of offenses! For offenses must come, but woe to that man by whom the offense comes!
8 "If your hand or foot causes you to sin, cut it off and cast it from you. It is better for you to enter into life lame or maimed, rather than having two hands or two feet, to be cast into the everlasting fire.
9 "And if your eye causes you to sin, pluck it out and cast it from you. It is better for you to enter into life with one eye, rather than having two eyes, to be cast into hell fire.
He's saying that the consequences of such sin (being a tempter) on the judgement day are more severe than being drowned.
Nothing about suicide or murder here.

No, he's just saying that if a guy does corrupt children and tell them lies (and then doesn't ask forgiveness for it), he would be better off if that happened to him. He would rather that be the case. He's stating a cause-and-effect fact, not asking followers to DO it. He asks followers to "feed his sheep", not drown them.
But if a person repents, nothing will happen to him, bc Jesus took the punishment. He died for this guy, he doesn't wish him harm. That's why he warns him.

read even that verse carefully. why would you harm a CHILD.

OK, you can thank me for the verse later. It is neither. Nowhere does He suggest that this be done by you or by anyone. He is saying that non-believers that offend His children would prefer this type of punishment to an eternity in hell, where it will not be quite as peaceful or pleasant. It has been said that drowning is a peaceful way to die.

I think it means that a person who were to bring a child into doubt would do them great harm and thus the karmic return would be similar. I don't really hold the Biblical gospels in very high esteem but this is my best interpretation of that particular teaching.
