I have a key with a chip in it. And a blinking theft light in my 99 Explorer. What exactly does that do and what type of anti-theft device can I claim on my insurance?

My 99 Ranger has the same thing. Chip just allows you to lock/unlock the doors from outside the vehicle. Mine is really sensitive to motion when it is locked and a good gust of wind will set off the alarm. I think they just call it a factory installed alarm system. When it's windy, I manually lock the doors so the alarm is not activated. Then unlock with the keyfob.
