I am totally confused, I can't find the control panel where it normally is and when I search for it and do find it I can't get to it because I get a message that says I don't have access even thought I am logged on as administrator. Now, if I can't get to the control panel then I can't do anything with the user accounts. I also keep getting an error message about risk and spyware. God, I hope I can fix this...I would FULLY APPRECIATE any and all suggestions.

First of all I want to know which OS are you using, Win xp or some other...? If you are using a Win xp then you can manage your account by right clicking on "My Computer" and goto "manage" a windows will open called "computer management" there you can see "Local users and groups" click on then you see two folder called "users" and "groups" click on "users" where you can manage your account. Please check this one..!
If it's not working then try to recover the system to back date when it was working fine....good luck!

Use the Discovery Tab here to learn more about "Malware".

Then:

Back up all personal data from your PC ("Backup" means: copy to CD / DVD / external hard drive). Then, do a Windows XP Home "Clean Install", for further instructions, go to:

Note: You must use the manufacturer's Recovery disks, if included with your PC, to avoid driver problems, not a store-bought XP disk. The Recovery disks may be ON the hard drive, so Read The Friendly Manual (RTFM) FIRST to find out how to make your own Recovery disks, if you haven't already formatted your hard drive.

hey you can try with the shot cuts here
for control panel click start run type appwiz.cpl click ok

if it open control panel then that means theres a problem with fewe of your applications

type control userpasswords2 in run command to open user accounts

now in both the cases i believe your application has got corrupted so you can perform repair installation here

you are missing some entried in your registry editor which can be fixed only by operforming repair and trust me you will not loose your data it will just remove your windwos updates but later on after you fixed the issue you will be able to install them back again.
to perform repair you need to have the cd for the operating system like windows xp cd
