I do not understand the a or b but I do not tink that the U.S. will re-instate the draft anytime in the near future. The main reasn for this is political; politicias will not vote to do it because it would "upset" the voters so they will continue to rely on the volunteer active duty and the Reserves and National Guard. The exception to this would be if Russia and/or China embarked on an aggresive campaign and return to the "Col War" of the 1950's through 1980's. Problems exist from the miltary perspective with a draft in that, besides the obvious that you will get personnel who do nt want to be there and will do the minimum to complete the time, the previous two year active duty means that the majority end up in the less technical fields, mainly Combat Arms, because of the training time for most other fields. To handle the support of this means a higher percentage of the volunteers end up in support jobs and you have an active military with a mass of "short term" combat troops and a career force heavily in support. If the military was faced with a resurging Russia they would probably need to ask for new daft but even then I think the political support would be lacking. Personally I think a form of universal service would be the most likely result with the draft age population being given choices between the military and other non-military service as an alternate; you would serve in a new CCC or Volunteer America program or go into the military for a period of time, either two or three years. That would be workable as long as the pay and benefits of the non-military alternates did not exceed those given to the military. A second alternate would be a tiered military pay program where "draftees" for a two year period would receive reduced pay and those volunteering for longer periods of service would receive a substantially higher pay and benefit package.

c. Conscription. A blockade is when a military force cuts off resources being shipped into a country. The Anaconda plan was the blockade of the southeastern states during the American Civil War.

The draft would be considered conscription. The United States does not have this, however countries like Germany and Israel do.

I dont understand your question do you mean what is draft ? then the answer is c. conscription ...but if you ask what I think regarding the draft then I can tell you there would be no draft in US unless we are invaded by aliens...
