I have a coffee grinder that I only use for herbs and spices. It does a great job on pepper corns.

OR you could just buy pre-ground pepper at Sam's Club or Costco.

I use an adjustable grind coffee grinder. You might also be able to use a food processor but I'm not sure.

Put in food processor of blender.

Won't be so hard, though, to put them in a zipper bag, seal, then whack w/ a rolling pin, wine bottle, or meat tenderizer hammer.

Measure AFTER grinding, not before.

I use a coffee grinder. Just keep going and check it every few seconds until you get the consistency that you want.
