Yes, but only when it is the asker picking it. In voting many times people vote on the answer they feel is most ridiculous thus making the asker mad.
When I get chosen by the asker on a question I did not think I would get best answer but answered because I felt I had a good answer it is usually a Christian trying to convert me or just to tell me I am going to hell or like this one where the asker wanted to tell me how dumb he thinks I am:

I have had several. You never know what the asker is looking for. I got a best answer once becasue the guy thought my answer was the "most out there". Certainly not why I would pick someone as best!
