Did you run Microsoft's Vista Hardware Compatibility tests, FIRST? See the link:

That graphics card is older than dirt and will NOT support Vista's Aero interface. I'd hazard a guess that your PC is too old, too.

TIP: Build yourself a Vista capable PC or buy a new one.

Right click an empty space on your desktop and then click Properties. Next, go to the Settings tab and click the Advanced button.
