what is so funny about the following joke in french?

« Maman, je peux avoir du chocolat ?
- Il y en a dans le placard, va donc te servir.
- Mais Maman, je peux pas, tu sais bien que j'ai pas de bras…
- Pas de bras, pas de chocolat ! »

It's not meant to make people laugh. It's to point out the absurdity of forbidding certain things to people who would not be able to avail themselves of them or of mocking someone in the face of physical affliction. For some reason, this appeals to the French to such a degree that it has become a well known saying and has even been celebrated in song. http://www.paroles.net/chansons/38146.htm

What's to get? It isn't funny, on several levels.
The guy can't help himself to chocolate because he has no arms.
