Does freedom of speech give rights to people to declare hate crimes against certain color or race?

Yes freedom of speech means anyone can voice their opinion even if you abhor what they say. Just imagine if only his viewpoint could be heard! At least this way you get to object and condemn what he says. This Hal Turner, who ever he is, is a racist and religious bigot and all right-minded people will ignore his rantings and dismiss them for what they are, drivel.

I want people like Hal Turner out in the open, speaking and making fools of themselves rather than being forced underground and considering themselves some sort of rebellious saint on the path to martyrdom.

The true test for loving freedom of speech is supporting speech you loathe. I loathe Hal Turner, but he's free to make an idiot of himself.
