Some people say cardio is best done in the morning on an empty stomach to ensure that you are burning fat and not calories you ate recently. Some say its best in the afternoon because your energy levels are up. I have found that it does not make a difference in my weight rather I excercise in the morning, afternoon, or evening as long as I am doing it. I think it is really what works best for you.

Really any time you can fit it in.

I wouldn't recommend late at night since it might cause you to have trouble sleeping.

Exercise in the morning can help boost your metabolism for the day, but may leave you feeling tired.
Exercise in the afternoon/early evening can give you a boost of energy to beat those late day doldrums. Apparently your balance is also at its best late in the afternoon.

Whatever fits in your schedule would work.

As soon as you get out of bed is the absolute best or shortly thereafter. It helps you wake up and it jump starts your metabolism. This helps you use the calories you intake more efficiently.
