There is no set method for calculating emission limits as they can be either voluntary or mandatory and can be set by the particular industry's regulataory body or by the local, national or international authorities. This can sometimes lead to confusion, it's possible for example to have two identical factories but each is permitted to produce a different amount of emissions.

Many local authorities have an environmental department and in many cases it's this department that will determine the limits.

Strictly speaking the unit for measuring carbon emissions is the gram but outside of sceintific and technical papers it's normally the (metric) tonne that is used.
