i want to print my photo exactly on an A4 page. What size do i need to resize it to to fit perfectly?

To answer your actual question:

If you wanted the image at 300 dpi, it would have to be exactly 2480 x 3508 pixels

At 200 dpi - 1654 x 2339 pixels

At 150 dpi - 1240 x 1754 pixels

A camera of 6 megapixels or higher is perfect for that size.

As few as one large pixel.

As has already been pointed out. Resize your image to fit the picture. Don't change the resolution. If you are upsizing the image, nothing you can do will make any difference. If you are reducing the image, the more pixels available, the better.

Forget about pixels. You need to re-size your image. In Elements go to Image - Adjust size - Image. When the dialogue appears type in 210 X 297mm and apply. Bingo! If your camera is less than about 9million pixels you may have an awfull lot of noise in the image.

Yep.....when nothing else to do I start around page 6 and work backwards.
