In private, without their knowledge, maybe.
In a public setting, the subject should not have any expectations of privacy and consent is not required to take their picture, although, if the person is the main subject of the image, common courtesy demands that you ask their permission. If you intend to publish the image, a model release is advisable, but not always legally required.

In this case, it would not matter what your intent was. This is the type of crime that could easily land a person in prison.
It would not matter if you wished to use the pictures for private use.
Any person has a reasonable expectation of privacy in a house, changing room, or public bathroom.
