It's a control port. It's used for controlling the TV with a third party device like an automation system.

Example: You have a remote that uses IR. You have to point the remote at the TV to operate the TV. You want to use another remote to operate all of the electronics in your house. This other remote comes with a control box that the new remote "talks" to. The box is hooked to all of your electronics via RS232 so that it can control them.

It's the most commonly used type of control in high end whole home systems and expensive home theaters and is almost never used in most situations.

The RS-232c is being used most probably for

a) Remote control of the TV using rs-232 commands
b) firmware upgrades
c) Debugging

Most people never use the Rs-232 port.

Some higher end control systems use RS-232 to signal devices and turn them on. It could also be used to update the firmware in the TV. If your manual does not tell you, it is probably a feature for the service guy.
