I use Hershey cocoa to make my hot chocolate. It's what I grew up with so it tastes how I think it should! It's probably not the "best" though since you can now get so many more that have a richer taste. The higher the cacao concentration, the richer and stronger it will taste. But my trusty can of Hershey cocoa powder not only works for hot cocoa but for making chocolate cakes, frosting, fudge, fudge sauce, brownies, etc. so it is what's best for me!

"America's Test Kitchen" says Hershey's Dutched Cocoa was #2 in their taste trials. But the #1 (I don't remember the brand name) was only slightly better and #1's cost was prohibitive considering the minimal taste difference. I like the Hershey's Dutched Cocoa better than the regular Hershey's Cocoa. However, I usually make my cocoa from the regular cocoa because the Dutch Process (a treatment w/ an alkali to reduce bitterness) removes some of the health benefits from the cocoa.
I've tried several different brands of cocoa over the years, and can more often than not taste a difference between them. But I always return to Hershey's. I grew up with it, and, to me, it tastes best.

Any cocoa that says 70% cocoa butter has the most chocolatety flavour. Actually high in antioxidants! Milk chocolate therefore has little antioxidants.
