I would suggest or recommend you find yourself a decent Variable 2-7X Power Scope, like a Burris, Nikon,or even a Simmons. The 17HMR is a decent extended range rifle and if you hunt or Varmint hunt you might need a tad more magnification. I have a Henry myself and love it, but I don't currently have mine "Scoped".......

Fun little gun you got. . .

The .17 HMR isn't a particularly a long range shooter. So, a decent variable scope, like a 3 X 9 should do for most of your shooting. Now, "best quality" can get real pricey. I suppose you could go with a Leopold but I think I would lean towards a Burris. Nice scope, won't bankrupt you.
