Because they needed it to disguise their wands. But if you are talking about flying the witches had an unusual way going about their night flights. You see, they would use a psychoactive drug to initiate their trips. The witches would prepare a flying ointment of different ingredients that usually have a base of either Atropa belladonna (Deadly Nightshade one of the most toxic plants in the western hemisphere) or Mandragora officinarum. (A species of mandrake which is used medicinally) both are highly psychoactive drugs that induce astral projection. The ointment was rubbed all over the body using the broom on the hands and feet to give the sensation of flying, one witch said.
