Very tough, the Dalai Lama is an immensely popular public figure. You'd have to do something to set yourself apart to get an audience. To be able to meet him in person should be a lot easier. Just wait till the Dalai Lama is coming to a city near you and go see him speak...

Fairly difficult. He's a very busy man.

If you can make it to one of his appearances, he's relatively accessible for a spiritual leader. No pope-mobile for His Holiness the Dalai Lama.
