Tell them you want to get to know them better as friends. Once you decide if you want to take the relationship further, you should be comfortable enough and know that person enough to ask them to dinner at your house. You make it.

Well, if you're asking what's another way of asking someone out without saying "Will you go out with me?" I'd say you want to keep it casual.
First off, you want to be a friend of whom ever it is that you want to go out with. Make sure you talk to them on a regular basis because that makes them know that you're fond of them, until you show further interest they won't know that it's more than fondness ofcourse. To not make them feel pressured, ask them if they'd like to hangout or chill sometime, perhaps doing something that you two fumbled into talking about.
It's always easy, by the way, if you ask this person if they'd like to hangout with you and some friends or coworkers who have already agreed to the idea so it doesn't look like you planned it with the intentions of only being with them. Once you're together, you can spend most time with them and see how they react. If it works (from my experince it does) you two have a cute story to laugh over in the future.
Hope I didn't ramble on about something you didn't want to know!

hi you. even though i don't know you. anyway. you could say if you want to go to the mall or movies together. or something like that. but try to like slip it in a chat or conversation. if you just come out and say it then you'll probably scare/freak her out.

you could ask them if they want to go to lunch or something that doesn't sound like a real date. then you could get an idea if she feels the same about you.
