In my humble opinion, you could get a ticket/fine for littering. Why? Smoking was banned as people use to drop the butts so your act could be considered littering.

Also, your feeding will cause it to past waste later on. I would look for signs while you were there just to be sure or ask a person passing by.

I only know about Washington State. There, it is illegal to feed pigeons and geese, but no problem feeding seagulls. They love french fries. The gulls in Seattle are trained to take french fries from anybody's outstretched hand. This tradition was allegedly started by Ivar Haglund, owner of the Acres of Clams chain of fast food restaurants; and the city would revolt if not allowed to feed fries to gulls.

no longer anymore. I made the blunders of doing that once at the same time as i changed into 12. It all began with one cute little seagull. Then that seagull made a noise and there have been 2. before I knew it, there changed into an complete flock of them following me and coming after me for nutrition! AHH

Why would it be? As long as you don't do something like poison them their shouln't be a law against it.
