When I saw Tom Morello's name I assumed it had to do with his octave leaps he does with a pedal (I imagine). I have that setting on my effects pedal.

To directly answer your specific example, I know that Eddie Van Halen did it in some solos, the rhythm/lead pickup selector switch. I think all EVH was doing was going from a full-on volume setting to a no-volume setting. Or probably more correctly, a pickup to no pickup setting because I've read he only used one pickup. So you get an audio strobe light effect.

My answer may not be correct but it's my best guess.

I think that your talking about tapping...that's one of the coolest things that' s done on guitar today, Eddie Van Halen was the first to do this (I'm almost sure), years ago when I first saw it done I loved it, not only does it look cool...but sounds great. I play and teach classical and acoustic guitar, so I don't have this technique down because I don't play electric, but if I did that would be the first thing that I would want to learn how to do well !!!!!

It sounds like you are describing "finger tapping". Eddie Van Halen made it famous, others took it even further by using four fingers on each hand (the "octadigital" technique). Flamenco artists have been tapping on the body of the guitar as a rhythmic accent for centuries.
