Ship's COs are SWO's.. Surface Warfare Officers. College Degree, being offered a Commission, and then just slogging away for 15 years or so. Most COs are O5 at the earliest.
Going ROTC is a great way, as their sole purpose in life is to produce SWOs(and Aviators)

I'd recommend a degree in engineering and attending the Naval Academy. Participating in NROTC is always a plus and as far as rank, go as high as you can go.

Graduating from the Naval Academy with some sort of an engineering degree.
Once you become an officer always try to take the difficult assignments. Especially if they are at sea.

You have to become an Unrestricted Line Officer. You will best accomplish this via Navy ROTC or by graduating from the Naval Academy.
