Who is the dependent? If the dependent is your child who lived with you for over half the year, then you may be eligible for the EIC based on your income. However there are many other requirements, such as limitations on investment income and your own dependency status.

The IRS website has an EITC Assistant which is an (anonymous) online interview you can go through to determine your eligibility:

If you made 27K, why wouldn't you file as head of household? If the answer is the child didn't live with you more than half the year then you wouldn't be eligible for EIC either.
Your income isn't too high to get EIC if you meet the other requirements, see pub 596

With a dependent at the end of the year you can file "Head of Household". The dollar amount changes frequently as to the minimum you can make before getting the earned income credit.

Maybe but maybe not. If the dependent is your eligible child who lived with you over half the year, then yes you can, and you can also most likely file as head of household. If the dependent is someone you can claim as a qualifying relative but not as a qualifying child, or it's your child but they didn't live with you over half the year, then no you can't claim EIC.
