"Port arms" means to carry your rifle in such a manner as to have the your right hand on the wrist of the rifle and your left hand on the forestock. The rifle is held in front of your chest at a 45 deg. angle with the muzzle end angling up and to the left and the butt down to the right. If you are a lefty, it would be held just the opposite. That is, with the left hand on the wrist of the rifle and the right hand on the forestock with the muzzle angling up and to the right. In the military, only the right handed port arms is correct.

Many Bird and Pheasant Hunter's use this term in regards to hunting situations where you have 3 or more Hunters all walking abreast in the same direction in order to "flush" up game birds with dogs or just by walking thru a scrub area. Port Arms describes the safest position to carry your shotgun to prevent accidental injury, as the birds flush and it is determined who in turn will shoot depending on which direction the flushed bird flies....In the Military application, it describes the position that a rifle is carried while marching or during field drills as the others have already advised.....
