Driver was speeding? Okay --- issue citation. But why was the trailer opened in the first place? What was the PC to search the vehicle? What went on here?

Trucks hauling cargo must have proper manifest paperwork up to date on their contents.

With out proper paperwork, the trailer can be searched. Actually, even with proper paperwork, the cargo can be searched.

I'm not a trucker, but I assume that when they stop one of those tractor-trailers, they ask to see the manifest. If the driver is not forthcoming about his cargo, or cannot show papers, that might be PC.

The heads were embalmed so most likely smelled of formaldehyde. The smell of that chemical is present in methamphetamine. The smell of a drug is PC to search.

i was a truck driver for a few yrs,if the driver can't produce the proper paper work,they have to investigate,if the driver would have had the paper work they would not have opened the trailer.
