Most propane is extracted from natural gas. As such it is not a byproduct. It is a constituent of natural gas and is extracted because it is more valuable as a separate product than as a constituent of natural gas.

There is some amount that is a byproduct of oil refining processes. In the refining of crude oil they do not set out to produce propane but it is an unintended product of the process.
