Yes, the 2LT does.

That said, the LT would be a complete fool to make an issue of it, especially if the SMA was right...

YES, A 2nd Lieutenant is a Commissioned officer,
and a Sergeant-Major is the highest rank a NON commissioned Officer can go in the army

Perhaps nominally a 2nd Lt. is of higher rank but I don't think there is any rank more respected in the Army than a Sergeant Major and for good reason.

If that 2nd LT is smart he will listen to his/her Sergent Major because they have more wisdom and experience.

That goes for all new officers yes they out rank them but if they want to go anywhere they will follow his advice.

Well,it goes this way.
A second LT walks into the Orderly Room and asks the First Sgt (Just under the CSM) where he reports in. The First Shirt looks up at the youngster, tells him the barber shop is across the street and to come back when he's done.
The LT goes to get a hair cut!
Who out ranks who ? Depends on experience and who needs leadership training and how willing they are to accept guideance.

He "technically" out ranks the SMA because he is commissioned and in the enlistment contract, all enlisted are demanded to respect the chain of command. However, a wise 2nd LT will always listen to his NCOs; not that a 2nd LT will be meeting much with a SMA.

Technically, yes, the 2ed Lt. outranks the Sergent Major of the Army. But a move like bossing him around would make any 2ed LT. extremely famous.

Famous enough to get assigned to a one man monitoring station in Antarctica.

Yes a 2LT outranks all NCO's including the SMA. That said if a high ranking officer needed an opinion on something who do you think he would go to. Most likely the NCO's especially if that General happens to be the SMA.

Yes, but watch a 2Lt trying to tell any Sergeant Major to do something, much less the SMA & it'll be very entertaining.
