Pick some other date. Nov 1st is already All Saints day, the day after Halloween, and the rush to take down the bats and skulls and put up the turkey decorations.
How about something in August? We really don't have any popular August holidays.

Yes, but it would be difficult for many people to observe the holiday by thinking like an atheist. It's like a powerlifter declaring an international "Clean and Jerk 300lbs. day."

No, you can't. There are certain procedures that you have to go through. If you are truly serious, you might contact your Senator or State Representative to find out how to go about getting this done.
In addition, there is no way that you could guarantee that everyone would do as you wish and "think like an atheist."

Oh PA-LEEZ!---Please. Just admit to yourself that you're RELIGIOUS. Atheism is a RELIGION. You worship YOURSELF. If you don't believe in God, then why do you even care about refuting Him with a label like "Atheism". Why do you care about something you claim doesn't even exist???
To answer your question--go for it, although I doubt it'll have the impact you desire on the world.
