and marry him in the American Embassy there, can I bring him to North Carolina with me without a long wait?

American embassies don't do marriage ceremonies. You can check with the American Citizen's Services section in Amman if you like at http://amman.usembassy.gov/user/SectionView.aspx?SectionId=1125
US embassies don't issue temporary green cards. They issue immigrant visas, but only after an immigrant visa petition has been filed and approved, normally through USCIS here in the States and an interview is conducted in Amman. If you marry in Jordan, you won't be able to file a petition there unless you are a legal resident of Jordan. But you say here that you are already married, so why would you marry again in Jordan? If you are already married, you need to file the proper I-130 immigrant visa petition in the US as soon as possible to get the paperwork going as the processing time with USCIS, the National Visa Center and the embassy in Amman will likely take over a year. Check out uscis.gov for information on what forms you need and how to file them.

First, you can not marry in the Embassy. You need to have a marriage that is legal under Jordanian jurisdiction.

You then need to be resident in Jordan for 6+ months to be eligible to file your petition at the US Consulate there so he can apply for a visa.

If you do not live in Jordan for 6+ months, you must file your petition with the USCIS Service Center for your address (California or Vermont). After the petition is approved, your husband will be invited to apply for a visa.
Expect long waits for security checks for a Jordanian huasband no matter which method you choose.

Marry in Jordan and let him apply for a visa at the US Embassy so that he can join you in going to America.

Yes, the American Embassy there can issue a temporary green card for him.
