Why do they hesitate? They are roundabouts, at which you give way to traffic from the right. Why the procrastination?

My car is 14 foot long, (mitsubishi delica) it is physically impossible to turn into and out of a mini roundabout without crossing it with some part of the vehicle.
So I just drive over them.

I think Kelloggs must have been printing driving licenses on the back of their packets, because thats the only way some "drivers" could have got a licence?

Its cos they can 'see' all the other traffic. It makes it harder just to look right. BUT...thats no excuse. I notice it is mainly the elder folk who need a little more time to think about stuff.
