Well, it's the police job to investigate and the DA's job to prosecute. The police need to find suspects in order for the DA to be involved.

They don't do that here, they investigate them all and when they get a break , they solve it. Each case has an investigator assigned to it and some have more than one, trust me...they want to solve all of them..they get rated based on closed cases, so the quicker they solve, the better they look...its like a competition thing, so I 'm not sure how it is there , but i know some guys who are on the pd and thats how it works. Of course , when no witnesses will come forward, it makes it harder and of course in some neighborhoods people wont talk because of the "snitch" rule and fear of revenge against them as well. So, some puzzles just aren't put together as quick as others.

Homicide detectives will tell you that if definite leads and other kinds of significant progress aren't made within the first 24 hours after a homicide, the chances of solving the crime diminish significantly. Consequently, due to manpower limitations, newer homicides are generally worked before more effort is put into those that are more than 24 hours old.

All homicides are given top priority. It's just that some have more publicity.

They have limitted resources with which to investigate crimes, so they do have to prioritize. Presumably, it's much like triage: you devote resources to crimes that you believe you have a reasonable chance of solving and brining successfully to trial.
