I've checked every source I know and it appears the author is unknown and because of it, the date and an origin appear to be also unknown. I'm 50 years old and my parents remembered saying that when they were youngsters - they are in their mid 70's. It has been around for a very long time. I suspect some devious and playful kid invented it and it spread from kid to kid like wildfire...maybe even before Halloween began in the U.S. several hundred years ago. Great question!

I don't know the exact origin, but it was around LONG before the Simpsons! LOL

How about the "Batman smells" version of Jingle Bells?

There's seriously a PhD in urban mythology and etymology waiting to be written on this topic.

Some say it was the kid that later on Halloween night mixed Pop Rocks with Coke...

It is generally accepted that I invented that phrase.
