I just wanted to fallow up on Dan N.'s comment. Israel does not make any fighter aircraft themselves, and they always seem to buy fighters from the United States. (with the most recent talk of F-35s) They do however have a booming civilian airplane economy. This is what Dan may have been meaning though~ Israeli Pilot are amazingly good at the job that they do. They have saved the Middle East from others manufacturing nuclear weapons (see the bombing of Iraq (1981)) and more recently the bombing of Syria (September 2007) They have also fought many wars against neighboring Syria, Lebanon, and Egypt (see Yom Kim Pur War and Six Day War) and have some of the best statistics in airial dogfighting history.
However to answer your question I would have to say that the Soviet Union and America have the leading fighter aircraft~
The United States has always been known for stealth and the ability to penetrate any airspace with no opposition (see B-2, B1B, F-117, F22, F35) They are also the first real country to implement drones, UAVs (Unmanned Airial Vechicals) and UCAVs (Unmanned Combat Arial Vehicals) (see Predator and Global Hawk)
The USSR is best known for their "flexible" type aircraft
They are known to be
1. Fast
2. Indestructable
3. Cheap
4. and extreamly menuverable
5. they are also easy to learn
6. lastly~ they are readily available for purchase
(see Sukhoi and Tupelov designers)
What two countries do I predict to be the future of aviation:
The United States
The other is a crap shoot:
I see the Euro Union- The French have an amazing design bureau and the English have the Tornado while the entire union has the Euro Fighter which is cutting edge beyond all belief
I would also keep an eye on Spain and Italy who still has several aircraft carriers in the waters (along with France United States Russia India British and China)
I would watch the Russians carefully for they are invigorated with new found money in the form of oil and gold found in Siberia- they are currently creating a new stealth fighter (see Su-50) not to mention they are starting to put their bombers back into the air and un-mothbolling all the old planes of the Soviet era.

USA and USA.
I dont know if you could narrow it down to just two.
Britain and Russia are very close for second place. I would say the british have the slight advantage since they were building them since world war 1, and russia was in the stone age until the mid 30's. The British kept up in the cold war with the stunning british electric lightning, and now have the very competitive Eurofighter.
Then there are the French, who have always had great designs since ww1 also. They had some real good stuff they never used in ww2, and after the war they had excellent aircraft such as the mirage III and 50. Even today, they have the Rafale and the Mirage 2000, both which are in the general capability of the average Russian or American fighter.
To tell you the truth, nothing really comes close to what the US has fielded for the last 30 years, I can tell you because I personally know someone who spent years flying F-16 against captured migs and sukhois.
In his words "we would really have to **** up to get shot down by one of those"

there is not a single country that can say to be always been a leader in fighters aircrafts...for example during WW1 the leading countries were Germany(fokker), France(nieuport spad) and United Kingdom(farman,..) for fighters.....
and till the beginning of WW2 American and Russian fighters were not really advanced compared to British Spitfire, German Bf-109, and Japanese Zero...
Then during WW2(with P-51, La-7, F-4U, MiG-3) and especially after war(MiG-15/17/19/21...F-86,F-84,F-100,F-102, F-4,) Russia and USA had some of the best fighters...but also France and UK still remained not so far(Mirage, Lightening, Mysterè, Buccanier)....
So in terms of "how long they stayed in a leading position" probably France(from Nieuport to Rafale..) and Great Britain(from Farman to Eurofighter....) would be the best answer...(about France I'm not very glad to answer so...but it seems quite close to reality :-D)
(Notice in A leading position, not in THE leading position...I mean that althoug they are not leading they are still part of a sort of elite)

The US is up there almost alone as of now, but has been collaborating w/ various nations to develop advanced fighter aircraft.
However as mentioned, not so when it came to earlier pioneers Britain, France & Germany were the big players in WWl.
WWll had Germany , Britain, US , Japan & The Soviet Union.
There have been standout fighters from Sweden as well.
Lots of multi national consortiums building fighters for member nations.
The countries that consistently show up are Britain & Germany if you look at all the war years .
Arguably ,the US & fmr Soviet Union did eventually dominate but are "relative" newcomers..

the lead has swapped many times from world war 1 to today If you mean by building them its probably the usa and russia with sweden just behind that at the moment.Just about every other fighter built in the last 10 years has been a collabration of 2 or more countries including the f35.

Everyone seems to forget who got the whole ball rolling as far as leaps and bounds in aircraft design that got ALL of us where we are today. Germany did the most for aviation. Their scientists developed the pulse jet, swept wing, and dependable rocket and turbine engines. After we(U.S. and Soviet Union) got all their scientists, our nations have fought to be the superior design and build leaders. Had the Soviet Union not broken up, its hard saying what they would have come up with now. But I think we and the Swedes have the best aircraft.

I agree with the USA, but rather than Russia, I'd say the older Soviet Union.
Since the fall of Communism, Russia (FORMER Soviet Union) doesn't seem to have as much money to devote to the Arms Race.
