-lets you shade certain areas
-lets you make a legend
-shows streets and street names
-allows you to zoom to street level

Cost doesn't matter to me, and it would be nice to be able to print the maps as well.

Anyone know of anything like this?

ESRI is probably the leading vendor for geospatial mapping applications. You could also look at products from MapInfo, AutoDesk, and Intergraph. These are all commercial applications so they are not free. Most will offer several levels of products based on how much analysis you need.
