"They do not count him."
Count him for what? As having died? As having immigrated? As a fourth for bridge? And who is this "they"?
Perhaps I'm just uninformed, but I don't see any way to answer this without some explanation.

When a Jew makes aliya it is a glorious event!
Because he dies there makes no difference than if he dies here.
