Check the court's or the sheriff department's websites. They usually have the list of active warrants. If not, call the police station and ask about a warrant.

Check the web for the clerk of the court in your county. Or, the sheriff's department. Many times they have warrant information on line. If not, then call them and inquire.

NO on line web sites are connected to any official police or law enforcement data base. All they do is collect public records information that is freely available to anyone and then charge people to see the works they have collected.

Ring the bobbies. Put a handkerchief over the receiver when you speak and adopt a funny accent... I particularly like the accent adopted by Latka in 'Taxi', but you might want to choose your own.
Also, wear a condom to reduce the risk of DNA evidence, particularly if you happen to be wearing no trousers when you make the call.
Finally, have an alibi for you whereabouts when making the call. Use me if you like. I am particularly good, as I am a catholic priest.

I don't know of any "free" sites.

Just pay the 40 bucks for a background check online.

Who has access to a computer that doesn't have 40 bucks?

Just make a phone call to the state government. They can't do anything to you over the phone. Or leave the country then try to get back in...
