I disagree, the chinese were in the Feudal Stage before building the structure showing the rest of the world that China no longer was in the Feudal Age. I agree, the wall was meant more of an intimidation tactic and didn't do much good against most invaders (specifically the Mongols who conquered all of China) many died and that it plunged the Empire in debt but it now serves as a milestone for what men can do with a little imagination (that and 50,000 laborers at their disposal). And to answer your question, I'd give it like 5-8 years, the contractors would be lazy

The "Great" Wall of China was never that great -- in fact, it didn't become "great" until China opened up and became a booming tourist center. It was a poorly made, ineffective means of keepipng both the people "in" and any invaders "out." Its greatness was a myth.
Until recently, the Wall was seen as a sign of Chinese feudalism -- not greatness.
So to answer your question: How long to build the not-so-Great Wall? Just a couple months, I'd guess.

Using any state's Department of Transportation (you know, the people that make and repair highways?), it would never get done.
