I've had violation notices but never had my account suspended or deleted. And I've never appealed anything. I get the e-mail, laugh at whoever was offended at what I said, and go along my merry way. I take them as sort of warnings or slaps on the hand.. at what point does it become an account-suspension offense?

Not I. I now just call the people at Yahoo Nobs and leave it at that.
I feel we have a good understanding.......Hey.. I'm still here.

If you lost you got deleted (Account) They don't explain or communicate.
Protect your primary account by not using it here.
Added: I guess they treat different people in different ways. Mine was silence.

It is almost a moot point. If you lose you just reapply under a new name.

No, but I still have a bunch "under review", for quite a while without any word. (one of them is for saying, "sorry, can't help")
