Take your time and dont rush into anything! If you approach him to fast it makes you look desperate. If you work with him or go to school with him, just make it appoint to get into conversations with him. The way you look at someone almost automatically shows them that you are interested. Sparking conversations shows that you are interested. Men have tendencies of wanting something that does not come easy!!! well i think that if you like him and he likes you, you can tell him that you like him but dont talk to him like if you were really desperate just tell him the truth... probabbly he is shy and if is like you that doesn't know how to tell you... just be careful with the words you use.... good luck :)
