I would imagine that "suicide setup" refers to a fixed gear without brakes. This sort of arrangement is only suitable on a track, but many find it fashionable for road use.

There are really two ways the word suicide is used when referring to fixed gear. Suicide setup refers to a fixed gear bike with no brakes being ridden on the road. many bike messengers use this setup in urban areas. Some consider it a macho thing but other like the simplicity of the bike. Some people call the front brake installed on a fixed gear bike the "suicide brake" because it prevents you from committing suicide in traffic.

a suicide setup refers to not having a fixed gear hub, aka a hub that has a reverse thread lock ring on the end to prevent the cog from spinning off. although if you have a brake, this situation isn't really suicide, just a major pain in the ****. with out a brake though, it means you have no control what so ever.
