Ideally it's both. It's an action that was sparked by a feeling, which prior to being a feeling, was an understanding of something important.

Compassion is an emotion. What you feel in certain situations in which another living being is in need of help or comfort, and you have empathy for that person, or that other creature whatever it may be. You may not be in a position to do so, but sometimes you can, and do, translate that compassion into a physical act, in which you can become personally involved and bring aid or comfort to the object of your compassion.
So, compassion is the name of that particular emotion, but can also be translated into physical deeds.

Hi,
What a good question! Compasion is a very strong emotion; an understanding and awareness of the feelings and suffering of others. To act on these feelings is to try to do something to relieve the pain others are going through. I think compassion is to 'feel' another's suffering but one can 'feel' without taking action.

A feeling doesn't do much without action. If you step over the poor feeling bad..it doesn't say much for your compassion.
