The answer is "no". If you post a question under "United Kingdom", not all the responses will necessarily be from British users. I think most responses will be from there, but there is no forced control..This site is free to everybody.
For example, I am South African, and I can answer questions under Germany, United Kingdom, USA , France, if I want to.

Well in GB we are all british however its a multicultural society, so I suppose we are not ALL the same however if you LIVE in GB you MUST OBEY all the rules and regulations of this country and I suppose bearing that in mind we are ALL the SAME.
GB is full of many rich cultures, plus we have The Royal Family and of course our beloved Queen { The Monarchy} despite ups and downs in her own life bless her she is doing a great job we would not have it in any other way.

No, we have a choice. We can restrict ourselves to "UK questions" or we are all able to respond to "English questions", that is questions shown in English all over the world.
We also, some of us, choose to visit pages relating to other countries and answer their questions. (Why is there no Portugal page?)
So, when you ask a question directed to the United Kingdom, people from all over the world could be answering your question.
