"The Art of War" credited to Sun Tzu (400 - 320 B.C.E.) is considered by most scholars the first treatise on military strategy and philosphy.

There may be some that predate it that are unknown, but Sun-Tzu's Art of War dates from the 6th century BC.

The Brits have a Treaty with Portugal which goes way back to 1400 something (I think).
