With out knowing the type of computer, the make of the motherboard I can only advise you this way:
If your motherboard will take a faster processor up grade it to the highest speed possible.
If you want to over clock the processor you have you have to have a system that the motherboard BIOS is accesable and has the facility to over clock.
Before over clocking the processor you need to take into account the increase in heat that will be generated when you push the processor to a higher speed.
