taking something from a retailer that you don't pay for. it is caused by the person picking up the item and not going to the register and paying for it. any removal of merchandise without paying for it is shoplifting

Retail theft. Under Pennsylvania law, 18 Consolidated Pennsylvania Statutes, § 3829, it includes taking and carrying away merchandise offered for sale, altering price tags with the intention to purchase the merchandise for less than its retail value, placing the merchandise in a different container with the intent to deprive the merchant of the full retail value of the merchandise, under-ringing or causing an employee to under-ring the price of an item of merchandise at checkout, secreting items of merchandise on your person, and destroying or removing inventory control tags or security tags from merchandise while in the store with the intent to deprive the merchandise of the value of the merchandise.
Any person intentionally concealing unpurchased property of any store or other mercantile establishment, either on the premises or outside the premises of such store, shall be prima facie presumed to have so concealed such property with the intention of depriving the merchant of the possession, use or benefit of such merchandise without paying the full retail value thereof within the meaning of subsection (a), and the finding of such unpurchased property concealed, upon the person or among the belongings of such person, shall be prima facie evidence of intentional concealment, and, if such person conceals, or causes to be concealed, such unpurchased property, upon the person or among the belongings of another, such fact shall also be prima facie
evidence of intentional concealment on the part of the person so concealing such property.
Causes of shoplifting: some may say it is poverty while noting that shoplifting rates may be higher is poorer neighborhoods of town, and some may say that it is the lack of respect for traditional Judeo-Christian values. Notwithstanding this, there have been instances of middle class or well-to-do people shoplifting just for the "thrill of it." In fact, I believe that there was an instance of a high-ranking official in the Bush administration having been caught for shoplifting. For him, it was a career decision because he lost his job as a result of it.
The effects of shoplifting are increased expenditures for security, including "loss prevention", employment of security personnel, the installation of security cameras in retail establishments, etc. Shoplifting adds to the cost of doing business. One might say that it increases the price of merchandise sold to honest customers because the merchant must make up the cost of the "shrinkage" of merchandise lost to dishonest people who steal from the store.
