being damp already means it's quicker and easier for the water on the dishes to 'soak in'as the fibers are 'open' to the water .... dry, the fibers are a little more resistant to wetting.... another thing, too, is to not put fabric softener in your drying towels for dishes... that also keeps water from soaking in as quickly and also leaves streaks on dishes and glasses.....just the same, no softeners on the towels you use to wash the car....
same thing happens with a 'chamois' that you use to dry down your car after a wash... it must be dampened and wrung out to work it's best...
