1. Black - when writing on a clean paper
2. Blue - when signing on a printed paper
3. Blue/Green - when reviewing documents printed using black ink
4. Red - when reviewing hand-written documents using ink of any color (except red)

i prefer a black pen because
unlike a black ink
[there are various shades of blue]
and red ink is meant for the moderator of a paper
so say suppose ure writing an exam. or any vital test where the marks are valid..
u need to write with a single colour pen..
be it blue ,black or any other colour..
if u try to change ure pen in the middle for any reason u need the supervisor's signature...
[which is a waste of time]
black is a standard colour

I want black in specific, even in spite of the undeniable fact that crimson and crimson are my favorite colours to jot down with. while making photocopies or faxing black exhibits up maximum suitable that's why I like it the main over colored inks.
