Standard solar cells only use the red spectum of light to convert light to energy. Is it possible to change other wave lengths to red by the use of lenses?

Blue light does not contain any red so even with coloured lenses there would be no red to filter.

No. Lenses only bend light, they can't change it's wavelength. The only way to change wavelength is to have an object moving quickly towards or away from the source - and even then, only slightly.

Not with lenses. There are phosphors that do that, but they are not very efficient.
